Private security fine the public on Public streets in Leeds

Leeds Council sign cosy deal in which a Tory councillor run private security firm will fine the public on public streets in a breathtaking reduction of civil rights.

Leeds new Litter warden Cosy deal:
Leeds City Council have teamed up with West Drayton Conservative Councillor Paul Buttivant and his “brand new” company 3gs “uk” LTD.
3 gs will be a brand new private company issuing “fines” or fixed Penalty notices to unsuspecting members of the public for ranges of offences including littering, dog fouling, or not having a dog on a lead.
The private security guards will challenge members of the public on Leeds streets demanding names an addresses in order to issue fixed penalties.
Paul Buttivant is the ex-director of Watford Football Club and boasts of having set up businesses in recruitment and environmental sectors.

If all these companies dissolved failed are connected to Mr Buttivant he is not a very successful businessman is he ? .

It would appear the Councillors in Leeds have wasted little time in making connections with their new tory pals and are quickly inventing new ideas to help them along in making a few quid along the way .

The latest venture, will be driven by Profit and the council will have free use of the private security companies employees, in return the security company will keep a share of the fines.
Civil rights issues open up what right a private security company has to demand peoples details but I suspect the system will work similar to the self signed confession of the TV licence Scam.

People who feel they have been wrongly accused will have the option of visiting the court owned and run by the same council backing the scheme.

Then we have to look at the finances, this company are here to make money, if we work out the Council will be generous and let them keep £25 from each penalty, the 5 strong team will have to cover running costs of £1000 per day, then the firm will want to see a profit at least equal to employment costs, so £2000 each day will be the bottom line target for 3gs.

This evaluates to 100 penalty charge notices each day, or 36,500 per year, no doubt real targets will be much higher.
This is going to lead to the security guards, complete with fake Leeds council logos and robo cop style grey uniforms having to find very quick and easy targets.

Innocence will be non existent and the burden of proof will be their word against yours, the social outcast.

Sooner or later they will be forced to target children outside schools or vulnerable people who unaware of the right to silence and having no obligations to divulge details to private security guards will be a quick easy totally necessary target.

Ask yourself, a company that needs to find £2000 a day to operate in break even terms, that has to issue at least 100 tickets a day what are they going to do if nobody actually drops any litter ?
Make no money ? Or abuse the system ?
Not exactly a flourishing track record in business backs the scheme .

The Civil liberties issues of this cosy deal are horrendous, councillors claim public support, of course the foolish will support it, they don’t know the rope they are making is for their own necks.

This is the equivalent of wheel clamping pedestrians and you can be sure, they will be lots of mistakes along the way.

Educate your children and friends on protecting identities, even if the police are called to assist.

Leeds Council, shame on your new Tory bed partner and shame on your total disregard for civil liberty.
