Police orders under section 14 and section 12

Police are finalising plans for the operation around the Liberal Democrats’ Spring Conference, which starts tomorrow afternoon (Friday, 11 March) at Sheffield City Hall.

The city will be busy with around 2 to 3,000delegates attending the conference and between 5,000 to 10,000 demonstrators are expected to descend on the city over three days.

As far as police are aware there will be a march that is due to start on Saturday at 11am on Devonshire Green, then move onto Fitzwilliam Street, Charter Row, Pinstone Street and towards the Town Hall finishing on Barker’s Pool.

South Yorkshire Police have to consider the right to protest against the impact on the local community and for the conference days, the Chief Constable Meredydd Hughes has signed pre-planned orders under section 14 and section 12 of the Public Order Act 1986 that will allow peaceful protest but minimise disruption to local people.

The section 14 there separate orders:

1. That there will only be 100 protesters permitted outside the Mercure Sheffield St. Paul’s Hotel in Millennium Square at any one time (per 30 minutes)
2. There will be no protest assemblies permissible in the Peace Gardens
3. There will be no more than 1,00 people permitted to assemble in the pedestrian area near the ha ha bar & grill and the Peace Gardens.

The section 12 places restrictions on the routes of processions, they are not permitted:

1. West Street, from the junction of Glossop Road to the junction with Leopold Street.
2. Beyond Division Street beyond the junction with Carver Street
3. On Cambridge Street
4. Processions are not permitted to enter into the Peace Gardens.

These orders form part of the forward planning of this large-scale policing operation and have been implemented to ensure the safety of people in the city centre, both residents and visitors.
